On February 4, 2015, the Facilities Committee and the Board of School Directors held the fourth Town Hall Meeting - "Costs & Financing" - to discuss the Springfield High School Master Plan.

The meeting began with a presentation by the Facilities Committee, followed by an open question and answer session. In addition, question cards were provided so that attendees could submit any further inquiries directly to the Facilities Committee.

Question cards were distributed and collected at the town hall meeting. Questions have been divided by topic below; if one submission covered numerous topics, the question has been repeated in each appropriate section.



COSTS AND FINANCING

What is the difference in the reimbursement through the PlanCon process for each proposed plan?

The current financing projections do not have any state PlanCon reimbursement included in the debt service calculations. Historically, the district has received approximately 7% to 9% of the project debt service through a state PlanCon reimbursement. If PlanCon is reinstituted by the state, it will help to reduce the tax increases required from local taxpayers. What percent of households in Springfield and Morton have children enrolled in Springfield School District Schools? Will contracts have provisions to stop taxpayers having to pay for cost over runs? (construction contracts) Is the cost of removing the High School roof deck (asbestos) included in demolition costs???

An approximate estimate of the number of families with students enrolled in Springfield schools is about one third. The district has used liquidated damage clauses in previous agreements and will continue to do so in future contracts. The cost of removing the asbestos roof deck is accounted for in both the maintain and renovate scenarios.


I am attending this School Meeting for the 1st time. When the new building will start, and how long it take to build, where its going to be, where will be school during the construction? It will be good to build a new 3 or 4 story building to save land space with latest technology for 21st century. Township does not have any fund now. From where will the new fund come / which bank will loan to township? Can we get private sponsors who ar [sic] rich and name their family name.

The Facilities Committee is in the discussion phase of the High School Master Plan, so all proposals are conceptual. Projected timelines were developed using a 2017 construction start date and a 2019 mid-point. The timelines vary by proposal and are contingent upon the variables of each scenario. At the top of that chart, you will also find small site maps with approximate locations. However, the presentation from Town Hall Meeting 3 addresses Schedule, Phasing, Traffic & Parking with great detail. Maps with the approximate locations of each structure are included in this presentation. Again, the Facilities Committee and the Board of School Directors are just in the discussion phase of the High School Master Plan process, all drawings are conceptual.
